Apparently, all of us missed the fact that Peter Parker had a cameo in Iron Man 2! Near the end of the movie, a young boy in an Iron Man mask at the Stark Expo defiantly stands up to Hammer drone, only to be saved by Tony Stark.

Fans has been speculating that the id in question was actually little Peter Parker. And they were right!
Tom Holland confirmed little Peter’s cameo in Iron Man 2 and Kevin Feige, Marvel Studios boss was the mastermind behind it.

So, if Spider-Man is involved Marvel Cinematic Universe means that The Powers That Be have established that Peter Parker, now 15, was just a city kid when the battle of New York happened at the end of The Avengers. So, Peter actually have the desire to become an Avenger in Homecoming make total sense!
